Equine Transport Qualification

On 5 January 2007 a new EU Regulation for transporting horses came into force. The rules are intended to improve the welfare of horses and ponies during transport.

From 30 April 2008 anyone who transports horses in connection with economic activity will have to hold a certificate of competence as part of the new regulations requirements. Failure to do so could result in a fine and/or prosecution. In English what exactly does this mean I hear you asking.

Anyone who is transporting horses as part of a business or commercial activity, which aims at achieving financial gain must hold a certificate of competence. Many of the equestrian disciplines will be affected including:

  • Racing (licensed trainers, point-to-point trainers etc)
  • Breeding
  • Horse Transport
  • Competition Horses (show jumping, eventing, dressage etc)

There are two separate qualifications available:

  • Certificate in Equine Transport (CET) - short journeys, over 65 km (approximately 40 miles) but not exceeding 8 hours
  • Advanced Certificate in Equine Transport (ACET) - short and long journeys exceeding 8 hours

The CET is achieved through external testing only; either paper based or on-line.

The ACET is achieved through a combination of external testing and internal assessment (which is internally and externally verified). The external test is mandatory however the candidate can opt for the Attendant or Driver option or both if they so wish.

For the attendant option, the candidate must demonstrate their practical skills in loading and unloading horses and operating the vehicle fixtures and fittings when securing horses in vehicles.

For the driver option the candidate must demonstrate the skills of driving the vehicle carrying horses.

Registration

Individuals must register with the Northern Racing College at least 15 working days prior to an intended exam.

ACET/CET Exams:

  • Dates to be agreed on an individual basis. Please contact the College to agree a mutually convenient date/time.

ACET Days

  • Candidates must attend ONE practical assessment session PLUS sit the exam
  • Candidates MUST bring their own vehicle and are advised to bring a CV or Written Reference to support their practical assessment
  • The Northern Racing College will supply horses and equipment

Cost:

CET - £139 reduced from £165 (includes a course workbook)

ACET - £158 reduced from £195 (includes a course workbook)

Re-Sits - £50

Additional Course Workbooks - £15
